Case Studies

Newark OH, USA
The Harfan/Malcolm Pirnie Team demonstrated
its expertise in combining municipal infrastructure assessment,
rehabilitation, planning, and design activities with a complete analysis of
related capital and operating costs and utility funding alternatives.
The area study included 150 manholes and analysed buried infrastructure
networks (water and wastewater) to develop a comprehensive system wide
analysis, resulting in the production of an Integrated Capital Improvement
Plan (ICIP). Demonstrating its ability to get accurate results from a
minimal set of data, the processed information was extracted exclusively
from already existing sources and no field surveys had to be conducted.

National Defence of Canada, NS, CAN
With the objective of rehabilitating the
water, sewer, road and steam networks, this area study consisted of
producing a mid to long term Integrated Capital Improvement Plan (ICIP),
complete with a condition assessment of the studied assets. It enabled DND
to strategically plan their asset repair & replace programs while
acknowledging specific technical, operational and budgetary considerations.

City of Hamilton, ON, CAN
Looking for a way to integrate its capital
investment decision-making processes for roads, water and sewers, the
Harfan/Dillon teamed carried out, for the City of Hamilton, an area study of
a four-square kilometre downtown area.
Computing already available data information, an analysis was carried out
using Harfan's Infrastructure Management Approach (HIMATM). The final report
suggested integrated strategies for future capital investments in
rehabilitation, repair and replacement of the City’s infrastructures. The
results have since then been used for budget presentations to City Council.

City of Moncton, NB, CAN
The Harfan/Dillon team services were retained
to examine the City's infrastructure needs and the costs related with
rehabilitating or replacing portions of the water distribution network. The
project also aimed at identifying viable alternatives to maximize both
service factors and life cycle costs, while optimizing the financial
position of the water utility.
Thanks to HIMAtm, the City of Moncton now maintains a solid database
(depicted graphically in GIS format), including records of activities and a
hydraulic model of the network. The final report included a remedial action
plan for each system component, and a provision forecast for a 20-year
outlook, complete with prioritized work schedule projections, including cost
estimates. MORE
